After doing some research on engagement ring diamonds, would you recommend the following?
If yes, could you please recommend a similar diamond with the same round shape and minimum 1.0 carat, but on a lower budget (less than $3,300).

That is one of the nicest I1s I’ve seen. It may be visible if you stare at it, but once you cover the inclusion with a prong it won’t be noticeable at all.
