I would like to keep the price of the entire ring under 10K – is this reasonable for a one carat stone? It has been awhile since I researched the 4 C’s, but it was my understanding that cut was more important than color and clarity. But I would definitely like to hear your thoughts as well as know any questions I should be asking.

I think that choosing a shape is up to your personal taste mainly. Both, round and oval shape, will look very nice and elegant in a halo setting.

Yes, the stones leave some space in your budget for a halo setting with pave.
I suggest asking JA and Blue Nile directly. They will be able to tell you more about their settings and delivery time.
As for the color, we recommend H+ color for a halo setting. An I or J color stone will look warm in comparison with the small stones. That’s why I wouldn’t recommend lower color than H.
